I am not sure if I have understood your question correctly.  I think the most important thing in answering scenario based question is to relate theory and recommendations to the scenario given.  It is also very important to answer the question asked but not the question you want to answer.  You may find this article by David Harris, former CIMA Examiner, useful in helping you to understand the verbs used in the question.
